Home Care Worker Immigration Pilots Requirements
The Home Care Worker Immigration Pilot Program offers permanent residence to skilled workers who want to work in home childcare or home support in Canada.
Pilot Program is divided into 2 parts:
- Home Care Worker Immigration Pilot: Child Care
- Home Care Worker Immigration Pilot: Home Support
Each pilot has 2 application streams:
- Workers in Canada
- Applicants not working in Canada
As of now Stream 1 will only accept the applications for the Workers in Canada stream.

Who Can apply ?
To be eligible for the Home Care Worker Immigration (Pilots); you must:
- Plan to live in Canada, outside Quebec
- Meet the specific requirements for the Stream Eligibility
- Meet the language requirements
- Should have relevant work experience or training
- has a job offer as a home childcare provider or home support worker
- be admissible to Canada
- STREAM ELIGIBILITY
- already living in Canada
- You can be physically outside of Canada (e.g. Vacations), but otherwise you reside in Canada.
- authorized to work in Canada full time (exception: non seasonal job) through
- valid work permit
- maintained status
- Public policies
- Not Eligible to work if you fall under the below conditions:
- As a business visitor
- under the conditions of your study permit
- If you are living in Canada but no longer have work authorizations
- To be eligible for the Applicants not working in Canada stream, you must prove you have enough money for you (and your family) to settle in Canada
- Proof of funds is needed

- Language
- Minimum Level 4for all 4 language skills (writing, reading, listening and speaking) in English or French is must.
- Education
- Have completed the equivalent of a Canadian high school diploma or higher
- If your education is from outside of Canada, ECA is must to show the equivalency of your foreign education equal to a Canadian high school diploma or higher.
- Work Experience or training
- Depending on which pilot to apply to (Child Care or Home Support), you’ll need work experience or training
HCWIP: Child Care
- Home childcare providers(NOC 44100)
- Early childhood educators and assistants (NOC 42202)
EXCEPTION: Experience as a foster parent doesn’t count.
EXCEPTION:
- Early childhood educator
- Day care teacher
- Supervisor
- HCWIP: Home Support
- Home support workers, caregivers and related (NOC 44101)
- Nurse aides, orderlies and patient service associates (NOC 33102)
Work experience in NOC 33102 gained in an institutional setting (for example, long-term care) may be eligible.
IMPORTANT POINTS TO BE NOTED:
- You can have a mix of occupations only within the same pilot (either childcare or home support)
- have been gained since you were 18 years or older.
- have been gained within the 3 years before you apply.
- Any experience you gain after applying doesn’t count. You must complete all the work experience before applying, or your application will be refused.
- be continuous, meaning you must have worked at least 6 months in a row.
- be full-time, meaning at least 30 hours of paid work per week.
- authorized and while you had temporary resident status if your work experience was gained in Canada
- Training
- You must have credential for a relevant training of at least 6 months, within or outside Canada.
- The training must be in HCWIP : Child Care or HCCWIP: Home Support
IMPORTANT POINTS TO BE NOTED:
- You can have a mix of occupations only within the same pilot.
- be at the post-secondary level
- be full-time, meaning at least 15 hours of training per week during the academic year or period of study
- be offered mainly in an in-person classroom environment
- have been started while you were 17 years or older
- be completed within the 2 yearsbefore you apply
TRAINING DOES NOT INCLUDE:
- training that was targeted towards occupations other than those listed above (for example, training in the medical field)
- training that was done mainly online
- on-the-job training
- JOB OFFER
- The job must be for:
- Home childcare providers (NOC 44100)
- Home support workers, caregivers and related occupations (NOC 44101)
- In Canada, outside Quebec
- Full- time and continuous work
- Permanent employment
- EXCEPTIONS:
- The location can’t be an institutional setting such as a daycare.
- A job as a foster parent doesn’t count.
- The location can’t be an institutional setting such as a nursing home.
