As of today, significant changes to Labour Market Impact Assessments (LMIAs) in Canada take effect, reshaping the Temporary Foreign Worker (TFW) Program.
Originally announced on August 26, 2024, these updates aim to tackle rising unemployment and prioritize Canadian workers, focusing on metropolitan areas with unemployment rates of 6% or higher.
Key Changes:
- Suspension of LMIAs in High Unemployment Areas: No more processing of low-wage stream LMIAs in regions with 6%+ unemployment, except for critical sectors like agriculture and healthcare.
- 10% Cap on Foreign Workers: Employers can now hire only 10% of their workforce through the TFW Program (down from 20%).
- Reduced Employment Duration: Employment duration for low-wage stream workers is now limited to one year, reduced from two.

The government is implementing strict measures to combat misuse, including:
- New regulations to assess employer eligibility.
